Can your account name change if you havent played in a loooong time? Rito I need this.

I am aching to get my name changed to "Pantheon"(yes I love this guy to hell)(and have all his dam skin :D D:) but see

the player that currently has the name "Pantheon" is lvl 6 and the last time they played was in 2013 when they made the account and dropped it.

Rito I need this. I need this bad.
