Why are these skins no longer considered legendary, yet primetime draven and suprise party fiddle get to be legendary at 975?

The Fiddles and Draven skins were put on permanent price reduction as a thanks to the players. Those other skins are at lower tiers because they don't meet the standards of a Legendary tier skin.
