Basically, they're not sure it would be that fun if you always get shit champs in your promos. I kind of agree, sometimes you lose because of the comp. There's times you are up in kills but still loose because you just don't have a comp that can siege. There's just a lot of factors that would feel really bad when you're in promos.

I think there are some creative options they could do to address it though. Maybe something like you enter into promos but you get to pick which marches "count," after seeing both comps. So let's say, you enter into promos, over the next 5 games you need to win 2, after champ select, the client reveals both teams (everything is locked no changing runes etc), you get an option of counting towards promos or not, then off to the Abyss. You can decline the game counting, if the comps just look unfair or accept it if you think you'll smash. Basically it's a free "dodge"without screwing you or your team. But the decision making (that Riot loves) is if you don't count the first 3 matches, then you're locked in to having to play and win the last two.

The other issue they have is ARAM only accounts, to which I say they should just make ARAM based on all champs (even unowned). I don't understand at all why they don't just do it, it's good marketing, as it helps expose people to new champs.

ARAM should be replaced with Poro King... permanently. It's a superior game mode for a more casual and fun experience.

It does not need ranked.

We already have a ranked game mode like that. You hope your team has proper champion comp that will help your team instead of just random clusterfucks of unbalance, and pray to God they don't just feed for 20 minutes straight with constant diving, but you know they will. All because the enemy team will go in 5v2 and dominate a single lane with masterful coordination because the other 3 people on your team either died, are derping around, or DC'ed 5 minutes earlier..

It's called Ranked Solo/Duo.
