Sell Back Champs

I know that riot has always had a refund ability but it has, as I have felt, kind of lacked something. Well, what if you could sell back champs that you have bought. Now I know that it wouldn't be full Ip, that would be too much. But, what if it was only like 30-40% of the cost. This way we can clean up our champion list and maybe get enough Ip for new ones by recycling our old ones that don't get played as much. And if they could find a way to keep your skins, just in case you want the champ back later that would be awesome.
