Runes and having useless tier 1 and 2

I was thinking that since you rito, are going to make all tier 1 and 2 runes cost 1 ip. You should bring back the combine tool and then if you want to make it to a tier 3 it should cost ip and be random. and then like 5 rp or something and you could choose what it should be or 50 rp. That way i get rid of my tier 1 and 2 and the remaining rp. Also so many new players are going to have this problem since you're making the cost 1 ip.
