People using botting programs to get free champs for no work and farm XP

Is Riot doing anything about this? Lately I've been seeing at least one player using a botting program in every game against bots. Which turns what should be a 25 minute first win of the day IP bonus into a 50 minute game after players using a botting program fed the enemy bots all game.

I've reported every person I've suspected who has botted/AFK farmed and haven't gotten any message seeing that anything has happened. (By AFK farming, I mean playing as Garen, going to the wolf pit, kill the large wolf and one of the smaller ones, then let the small wolf attack you while your bonus health regen sustains you. I've seen this a couple times, no punishment for it).

If Riot doesn't care, could they at least leak the code for their bots, so that players who are using botting programs aren't feeding the whole game? Or just eliminate the leveling system or make it faster to max out quicker so people don't feel the need to use an inting bot.

And for anyone who uses a botting program to max level an ult or unlock every champ without paying for it/putting in any work for it, can you please stop choosing botting programs that feed the whole game? Even the most obvious ones I've seen in game haven't gotten any punishment from the tribunal (like one that stands on the other side of the wall from the krugs, wards the pit, auto attacks, the krugs run around, reset, repeat).
