patches after downloading first time on new pc

I cannot get through the patches . Says 0 kbps at 3% sometimes gets to 6 % highest ive seen it do was 11% ive been doing this for a week. To say the least I'm a little aggrevated and i know this isnt the first time riot has came across this after reading forums. Trust me when I say this as well I just bought a new custom pc a month ago so it's not on my end... Something in your code. Please fix or I quit and go back to WoW.
