What happened to the party IP extension?

It was only possible to get a max of 150% IP even in draft whIle the new champ select was down, while it was intended that with a 5 man in the new draft you'd receive 450%, which didn't really occur. I haven't seen any party IP since the queue came back up. Just slightly dissapointed and confused, though I do appreciate the party IP Riot, I'm just curious as to what happened.
