Why do people always seem more ok with trolls on the opposing team?

Noticed this during games where one team is plagued with someone trolling, intentionally feeding, etc and just doing whatever they can to throw the game. The player will even admit to such sometimes in chat and in all chat. But it always seems like the team winning because of the troll seem ok with it. They don't report it, they join in on the trash talk, etc and joke with the troll instead of condemning the behavior, muting them, and reporting them.

It makes it that much worse of an experience. You're already losing because 1 or 2 people are suicide diving down mid and refuse to surrender, or other terrible behavior, only to have the opposing team praise the behavior and trash talk.

Shouldn't we as a community be reporting all clear rule violations and such instead of praising this behavior just because we benefit from it every so often?
