Chat restriction

Hey guys i have a question because i didn't do anything to deserve a chat restriction but i got one for 23 games. So i wanted to know if you can get a chat restriction for wrongfully reporting someone, but in my case i didn't do that i reported a guy who was being toxic and said he was gonna afk and then did at the end but it didn't say he left game by leaver buster so i wonder if leaver buster doesn't understand stuff like that where they only leave at end fork ike 10 mins just sitting there talking and not helping etc.
