Snowball no ball...

Hi, this is Draco1364. I have a problem with my store, you see. I was gifted some RP for xmas, (like any other league person with nice friends) and was using it to buy skins. After I bought Challenger Ahri, I caught a glimps of something along the lines of a Snowballing effect with buying legendary ultimate and limited edition skins I went and spent my last bit on Dragon Trainer Tristanna. It had a little +(chest) symbol in the bottom right, signifying it would give you a mystery skin. I bought the skin on the 25th. The event is stated from the 23rd to the 5th of next month. I haven't received any mystery skins from riot, (or at all for that matter) and was wondering if maybe I read wrong and the event is that there is a CHANCE to get a mystery skin, with a percentage of THAT chance to get a legendary or legacy or ultimate skin and each time the chance gets bigger and bigger and the percentage of those chances grows as well.
