seasonal reward s5 and chat restriction

If one gets a chat restriction during s5, is he still eligible for the seasonal reward, e.g., loading screen board / victorious champ?

According to some old post, it is not possible for s4. But these post do not make it clear that if he is during a chat restriction when the season rewards are released or if he has received a chat restriction during the reason.
