How to get frames in loading screen

So I never understand how to get frames. I have read in some posts that you get it at the end of a season if you have played good with a champion in ranked. But a few days ago I saw a Kled with a silver frame and everything that I had read just did not make sense. Can somone please explain this. I would really appreciate it.

There ranked rewards available at the end of every season. They come from playing ranked queue. Border starts at silver and change based on each elo. Gold and up also receive victorious skin.
