Combining Champion and Skin Shards

I recognize that currently there is an intentional disconnect between blue essence and orange essence, but I have an argument here. Champion shards are a good thing, but if you're a player who already has all the champions and already has mastery level 7 on a champion, getting a champion shard for your favorite champion is no longer any kind of reward. Instead, it's just a vague frustration.

Using a champion shard and a skin shard for that champion to get the skin permanent might not be a perfect solution, but it's rare enough to get that overlap with the number of champions that there are makes me think that there won't be much revenue lost. Another solution could be craftable champion-specific player icons, but that art would take a while.
