Remove after-game lobby: Honestly, there is no reason for this. The lobby is usually just filled with "gg" "ez" "bg" "report x teammate" etc. etc. All of this leads to a more toxic environment. The only reason people should be communicating is for a game or if they want to privately chat.

New chat system: This one is a little harder to explain. If you've ever played online kids games, they often don't have a system to chat with, but instead a list of pre-written words to choose from, kind of like an expanded smart ping system. This way, chat restricted people can still communicate with things like "you're about to get ganked" or "enemy warded here" or "do baron", but they can't be toxic. Note that is would be IN ADDITION to the chat as a whole and would only be a replacement of the chat for chat restricted players.

Restriction filter: In addition to what I previously stated, I think that people with chat restrictions should have a language filter, so if they type anything with curse words in it they can't send it.

New honor system: think of it like Smite's system. You have an LP like bar, which starts at 50, and has a maximum of 100. Whenever you win a game you gain 1-2 points and whenever you are honored you gain 2-3 points and whenever you are reported you lose 4-5 points. Your experience and LP rewards are based on your honor bar. That way, toxic players will gain less and try to be less toxic, positive players will be rewarded for being more positive and botting will be much harder, seeing as bots rarely win and are often reported, their xp gains could be greatly diminished.

MVP award system: at the end of every game players can vote on an mvp. The mvp gains bonus xp, honor points and a point. After five points the MVP gains a banner for 5-10 games. Players cannot vote on themselves.

Maybe stop being a baby and stop trying to punish people for saying things to you that hurt your pride. The only people that should be punished are the ones that intentionally feed or somehow troll their own team causing them to lose.
