Key Fragment Inconsistencies

It seems to me like earning key fragments is so inconsistent, I literally haven't gotten one in over 30 games yet I'm not banned from hextech crafting and I cannot figure out why. Does riot just give you a flat percentage chance of getting one? I feel like as it is a REWARD system there should be a more sure-fire way of earning them like maybe riot could change it so you have to win 4/5 games to earn one or something similar, I really like the way you earn chests but it just aggravates me that earning a key takes me 40+ games.

When you earn a key fragment, the drop rate for the next one is lowered, and this continues to happen every time you earn one. The drop rate is reset approximately 30 days after you earn your first key fragment at the original drop rate.
