Can't access store or anything else while on Leaverbuster Lower Priority Queue

When I got a Leaverbuster ban, I couldn't access the store or chat or anything like that on the home page of the client. Is this intentional? Because I see some of my friends being able to chat while they are on their Leaverbuster lower priority queue...
