@Riot: Punishment system for in game flaming/harassment implemented only on NA servers?

Hello,

I wanted to ask about the punishment system that I had read about a year where people have been chat restricted, temporarily banned or perma banned based on their in-game chat behaviour. Has it only been deployed only on the NA servers? And same about the system which detects intentional feeding?

If it's not deployed on other servers, then is there an ETA?
