"Junglers"

what do you do about junglers who tax 6+ waves that aren't even going to hit tower and aren't going to deny the enemy any cs when the laner needs the gold and more importantly the exp?

Or junglers who run in circles instead of farming up and "gank" by feeding enemy laners kills when 5-10 seconds before or after the gank attempt would have been a free kill, do you take their jungle or do you just let them feed and wait until the next game?

Or junglers who spend 1-2 mins running towards the enemy just to insta die without getting anything from it or in return, and/or don't take drag when 3+ are on one side of the map, or towers when they build items to be able to push instead of to be able to gank properly or build tank and wait until people die to suicide 5 seconds later instead of fighting with them
