This is actually kind of important to me too. I started league last year on a literal shit computer that couldn't handle 30fps in teamfights.
If league couldn't have handled itself on crap hardware I wouldn't be playing it today.
there are cheap upgrade solutions you can perform on your pc to achieve better performance. you guys are just not willing to watch some youtube or too scared to take that side panel off of your pc. educate yourself. there are tons of used, cheap graphicscards on the market that you could pop in. upgrade your hdd with an ssd. pop in more ram. so many options if you are just willing to read up a little.

In my personal experience, that's like saying "My computer's 5 times better than what's needed to run League." Minecraft takes a lot more resources to run than it should.
What makes you think the new champion select will be any worse on your computer, the fact that it's prettier? It's got less 3D graphics (thus, less processing) than the game itself, if I remember right most of it is 2D images that are moved in a particular arrangement to give the impression of 3D, like the map.
