Is the Tribunal ever not in recess?

I've visited the website many times and the tribunal is always in recess. What is involved in building a case that takes so long? Perhaps more of Riots resources should be put towards building cases so the people that actually care can make a positive change in the league community. I also think one should get feedback when reporting someone. I believe that players who put the time towards reporting should get some feedback for satisfaction instead of just hoping the person they reported got punished

It's currently undergoing an overhaul/upgrade while Lyte and the Player Behavior team mess under the hood for different kind of punishments/reform capabilities and other such things. From what I understand the end goal being better accuracy, better representation of the situation and the like. Haven't personally seen an ETA at all yet.

I don't think you get any feedback about a case unless you vote in the tribunal, never on the reports that you have made in game. If you vote in tribunal though you do get feedback as to how your accuracy was in comparison to the verdicts. The satisfaction you refer to may be satisfied by actually devoting time to review a case and vote knowing you made a difference for someone, but the chances of you seeing your report handled I think would be very slim. Tbh I'm not even sure how the votes are tallied in the tribunal process. How many players vote per case? You do get a sense that your reports do have some bearing on the playing environment. I also don't think anyone knows how many reports will get your account into the tribunal but I think its a lot maybe too much, but don't know.
