you know those moments when youre like 50 rp short on something and you wanna scream cause you dont wanna spend more money that you dont need to spend? i think if we could turn ip into small amounts of rp ( up to 100 rp) it could really help. it could have restrictions like hextech chests do. it would be a nice little utility to have
If you are incredibly short on RP to buy something you can contact support and they will ask you to do something for them send them fan art for example and then get you the thing you want and remove your RP after you send the fan art for example.
But if we were to add in this specific feature you are referring to it would make it harder for Riot to make money and they are a business which needs to make money in order for this game to continue to be available for us to play.
Restrictions or not ^.^ their current system simply already works so no need to fix something that isn't broken ^.^
