Riot,some champion like khazix zed rengar diana elise syndra nami lissandra ac aatrox lucian quinn vi they need a new skin,becuz they just have one skin for they own,many champion have 4 or above So i hope riot can make some skin for them.
Lucian is very recent so he wont get a new skin just yet, elise is getting another skin in the form of the victorious elise skin as a season 3 reward for gold an above, some of the others are old enough to deserve new skins we will just have to wait and see if they do get them, not the end of the world if they dont though
Hate to break it to you, but usually the more popular champions get skins. It's not random. Udyr for instance waited FOREVER for his skin. He used to only have one additional skin besides his classic. So depending on the popularity of the champion in the community, they will usually get a skin/ not get a skin.
