Implement Dynamic Queue for Blind Pick too. Anything that gives us a chance to actually play the character we want.

If ppl want faster queues they have Normal Draft and ARAMs, me and many other won't mind to wait for more if we get to actually play the character we chose without hoping to be first pick and that said character is not banned.
