Hextech Crafting has to be rigged

It's not random if you get a good skin shard Riot rigs it so you can't get it for a long time...I just got two champion shards for champions I OWN in a row cuz i just need 25 essence to unlock Project Katarina(oh shit we can't have him having that skin so easily when it was just released) and awhile back i had to wait a month cuz i had a omega squad teemo shard and needed essence my last two chests in the month i got it in were champion shards same thing I got in the augmented cache from buying all 3 icons if this system isn't rigged then idk wtf i didn't get champion shards ever when it first dropped and i get gemstones all the time but noone else does...is anyone else getting the feeling this system is rigged? when supposedly its random? and its no problem for famous youtubers to get hextech annie when they dropped $500 or more into the crafting system
