I need to talk to riot about my perma ban and if i can try again because ive changed over the time ive been banned

Riot doesn't go back on permabans unless the system itself was at fault. Sending in a support ticket is the way to reach them though.
You can appeal a ban through a Support Ticket, but Riot will not change a punishment that was not done in error. If you've reformed, then you can play on a new account instead.
You got banned for a reason, by clearly stating that you have changed. You should have learned before your account for permabanned. You can create a new account but you will not get your account back
