You can send your request for a small amount of RP once to Riot Support through a Support Ticket or tweet @RiotSupport on Twitter. They will probably request some original League artwork from you in return, but don't worry, you don't have to be an artist! You can draw something with stick figures, write a haiku, or even express yourself through interpretive dance while dressed as your favorite champion!
Send them a drawing of your favorite champ and beg them. They usually hand out a couple RP for that.
