Can you see teamwork honor ribbons on the other team?

I have a certain theory about a system that may have been implemented by Riot but it only makes sense if it's possible to see teamwork ribbons on the other team as I have not seen one in a long time (only some very few honorable opponents).

So, has anyone seen those or did Riot remove their visibility?

I recall being able to see them before, but haven't seen them on the enemy team in quite some time.
