Why Does Gragas's "Gragas, Esq." Skin Have a Cigar but Graves Can Not?

In the Gragas Esq. skin, Gragas has a cigar. Why can't Graves have a cigar then?

In many countries, tobacco is banned, they had to remove Graves cigar, while the countries who have tobacco conducted illegal, they can just ban that skin.

Graves just isn't sophisticated enough.
I believe all the "gentleman-like" skins have some form of tobacco. I know Gragas and Co'Gath have it, not sure about about Gnar. But ya it's mainly because it's a skin, it's not required and if anything they can just not release the skins whereas they can't just get rid of the champ.
The reason is because it's a skin.
Graves cannot have a cigar because it's his base skin.
Graves Mafia skin still has his cigarette for this reason.
The fact Graves had a cigar was not the problem. The problem was that you had to pay to remove it.

It's basically because that gragas skin is dlc. Not part of the base package.
k but like have u seen the Chinese client because a lot of stuff is banned there and the just changed a lot so why don't they do the same regarding this tobacco problem insted of removing its from ALL the clients

I feel like they should make a throwback graves skin where they give him his cigar back, that way its not required in the core content of the game and they get to make more money with the new skin where he has his cigar again.
