PBE Clean reports?

I applied for the PBE, and I'm not too sure if my account is eligible due to reports. To become a tester, do I need a complete clean, no reports EVER, and I have never been punished by the tribunal? So what I'm asking is, do I need to be never reported or punished by the tribunal to be accepted into the PBE?
