Is Blight Crystal Varus ever going back on sale?

It has been 1180 days (http://www.leaguesales.com/skins/blight-crystal-varus) since Blight Crystal Varus has gone on sale. Is there a reason for this? If my math holds, thats about 3 and 1/4 years since its last been on sale, back in 2012. Can we look forward to seeing him in the sale rotation soon or is this skin a non-sale skin for some reason?
