Which Champs are hard to make skins for? Why Rioter's don't use as many community Skin ideas?

They do generally make community skins: Surprise Party Fiddles, Battle Bunny Riven, Brolaf. Dragon Master Swain is in the works.
And I know that Zyra is a hard champ to make skins for due to how many models she has for her plants.
Zyra is a complete monster to make skins for because she has so many models and particle effects. Rumble is another one because the have to pretty much make a new model for his mech every time. Any other champ that has another model they can change into (Swain, Nidalee, etc.) probably also takes a while.
As for the using community skins thing, I'm certain Riot does sometimes use the ideas for skins from the community, but you have to remember that making skins takes a pretty long while. Just because there was this amazing concept idea that everyone loved (like Dragon Master Swain) doesn't mean Riot will be able to pump out this skin within months of the original concept being made.
