Is a 45 minute (combined) wait common?

Is this common? Normally I do bots and they're very fast to get a game going. But going into Normal Draft the games keeps getting cancelled or someone leaves.

Yes, most games are actually longer than that. For me it usually takes a little over 10 minutes to get into a game from queuing up, then the games last around 40 mins.
This is because you are level 16. Most people level 10-20 can't even queue in draft because of lack of champion choices. When most already can't queue for it and probably 95% of the population is level 30 you are better off just going blind pick until at least level 25.
