Riot please mix your matchmaking

Just played a game that was one of the worst I've ever played. Then I look at the post match screen and we have a level 13 with 3 PVP wins and the highest on our team was someone with 101 wins. Compare that to the enemy team who has 4 level 30's with the lowest having 313 wins and the highest having over 2000 wins. They did have 1 level 11 who was definitely their worst player but objectively their team had the better players by far. This needs to be fixed; games should never be decided before champ select even begins.

What's even worse is when you get ~level 10-20s who are not smurfs, but brand new players, against level 30 golds and sometimes even platinum. I've watched a few friends who are new play and when they only have like 5 wins they are matched with and against level 30 golds with 1000+ wins, it's a joke. The golds/plat who shouldn't be there always ends with scores like 20/0/15 and the new players that actually belong there learned nothing and went 1/10/2.

Completely ruins the experience of new players. You can work past it, but this is a huge barrier for new players that shouldn't be that hard to fix, make a level limit so level 10 players are not matched against a team of 30s. I understand they want fast queue times, but they shouldn't sacrifice match balance that much for having faster queue... there needs to be a limit.
