Can we get a new hybrid Queue ( ranked+normal)?

I mean in high elo Plat+, for players there is not really a chance to practice on their level without losing LP. I think that would be grateful if we can get a queue where u get matched with same tier players (like in ranked) but here no lose or win LP just practice ( like normal now). Now u can't really learn new champions on your level i think in normal because 60-65% of the players are bronze and silver. I know in Master and challenger that would be a forever queue. But in Diamond and Platinum and maybe even Gold that Queue would be very good. Is there any way Riot see this discussion?
