Do you think if I bought a Chroma Pack
and they later become available through IP/mastery, will Riot give me my RP back? I'm heavily considering buying the Koi Nami one when it's released.

they wont become available through ip/mastery. Riot makes money by selling skins. They won't just hand them out for free like that. But if you want to talk about "IF", then no they wont refund it to you unless you have 1 of the 3 refunds remaining
In HotS you can get chromas for free as a reward for hero mastery.
