ONLY CUSTOM SKIN APPLICATIONS?!!?

I am a League player who cannot buy RP due to my bank not having ties with Pay-pal (Can't get a credit card either). I live outside of North America, and am not able to buy RP cards or "Gift Cards" from Subway or Burger king etc.

Mapskins is a website where there are custom skins for summoners rift- champions- etc. (ONLY SKINS). Which are applicable through a program called "Wooxy" in which one installs the skins and they are integrated into the game. (No one except you can see these skin-mods).

I found out about this web-site through various Youtubers such as "Trick2G" - " Brofresco" - "Obakadynce" and several more. I know that these skin-mods are under "your own risk" terms in the Riot Terms of Service.

SINCE, I am willing to take the risk- which Riot has warned me about- is it ALLOWED or NOT ALLOWED to use, since there are no modifications on other aspects of the game except aesthetics.

No Riot employee will give a straight answer to my question, but they don't understand that I just don't want to be banned accidentally for skin-mods- are they against the policy but "on my own risk" like a virus from the skin or against the policy and "on my own risk" means Riot can ban me anytime - hence the risk?
