There needs to be something done about instalocking

The past 4 games I've played (that's 4 in a row) i joined a blind pick normal game and called mid. Each and every time i got it first, nobody on the team argued that, but someone would just say "mid or feed" or "sorry going mid" and lock in. My responses varied one time i had called, picked a champ, and waited before locking and then they locked. The most recent game 2 people did it, 2 people instalocked mid after i called it. I said screw it and locked in and the game was ridiculous.

I know instalocking falls under the "Refusing to communicate with team" but that's not enough. The only reason I'm making a post is that this happened 4 times in one day, and I reported the instalocker from my 3rd game, then he was matched on my team for the 4th game and then he instalocked again. Can there be a measure where you don't play with people you've reported? and some more harsh punishment for instalocking?

And of course the icing on the cake is when they try to get the other team to report me, saying i'm toxic and instalocked.
