Does anyone know if you can obtain special holiday skins from chests such as heartseeker quinn?

yes they are available. Everything but limited skins are accessible from hextech

Note Grey Warwick and Medieval Twitch may become available despite being seen as limited. This is a rare case and isn't likely to happen with the other skins.
