Yes. I believe he's coming out in the next patch, which should be pretty soon.

The champion spotlight usually comes around the day of the patch, maybe the day before. They haven't even made the announcement of when the next patch is coming out yet (which is usually about 1 1/2 to 2 days before patch day), so of course they haven't released the champion spotlight

Comes out in patch 5.13 which should be Wednesday.
