Is Tribunal REALLY in maintenance??

It's been 2 years now and tribunal is still in '' maintenance ''... I know there is a lot of people who don't even care about tribunal, or don't even know there was one before, but I am one of these players who really want it back as it was before... Sometimes I ask myself if Riot is really working on it... or if they're just trying to delete it...
