Refunding

Why am I not able to refund a champion (Trundle) that I had bought with IP 10 days ago? After playing him a few games I realized I didn't like him all that much, and now I am unable to refund him. Any ideas? Could it be that I have a skin that I unboxed from a loot crate and made it permanent?
