So i got my brothers account from s1 and it got some cool things, but i found this interesting summoner icon, can someone explain?

My icon isn't rare... but I like my steaks medium rare anyway.
Looking at your profile on op.gg, it seems to be the vintage skin icon Riot gave out when they re-released some of the limited edition skins. It was given out to accounts that had bought these skins when they were first released. I'd say it's a little rare, but not extremely.
