Teammates with new champ select

Can anyone explain to me why I keep being paired with 2-3 unranked players? I am silver 1 and was paired with 3 unranked and another player with 10 games played. The opposition was all G4-S2. I believe the new matchmaking system is making teams very lopsided since the same thing happens almost every game now. Care to explain?
