Well I have a girlfriend that recently started playing league of legends with me and she recently got interested in playing Sivir 
and for her birthday I wanted to get her the Pax Sivir skin but I scoured Ebay and the internet but nothing showed up 
I really don't wanna disappoint her so I hoped the League community can help me.

Well, you could always go on youtube and try and search for some of the LATEST giveaways on there. But really, it's all about luck if you end up finding one. I got lucky and won mine on there.
Instead of going for the most expensive (and hard to find) skin, why not go for some of the more affordable ones that are currently available. I reccommand Huntress Sivir or Bandit (Snowstorm Sivir's really good, though I'm unsure if it's still currently available).
Beware that Riot invalidated all the skincodes to stop this scammy business! You cannot reedeem the codes anymore.
