How to level up
so I am new to league and unfortunately have more losses than wins and I am at LV8 so do any pros have some tips for me please

Have you tried any games against AI? They're good practice and don't suffer the imbalance of a higher level opponent having better/more masteries or (maybe) runes than you.
1st: Your win/lose ratio has no affect on your level. 2nd: Try to watch some tip videos in your spare time. 3rd: Be dedicated. The more you play the more you learn.
Videos are very helpful, if you find a helpful player in game, milk them for all the tips you can get. Finding a champ that either you're good at or you have fun on and sticking with them is pretty helpful for learning game mechanics instead of champion mechanics every game.
