It's not really fair if u been playing for a long time for a certain champion which is thresh and he will get a rework in probably a long time and people just recently played the game but they main the champion that getting a rework so they get a PBE account but others that play champions that getting rework in a long period of time is not really fair though. It's just my opinion

Its hard to tell what you are saying, but if it helps to know, people aren't given PBE accounts because their champs are getting reworks. Giving out PBE accounts are completely random and equal chance for all players.
