I've heard a bunch of mixed information about if Riot was going to be at Pax east or not. Can a red give an official verdict on this?

They will be there, they just won't have much there. Go there for other things and just stop by, basically.

You can find out what we've got planned fully for 2015 NA Events here.

TL;DR, yes, we'll still be at PAX East 2015, but we're scaling our presence down to speaker panels and the Cospitality Lounge.
