refer a friend questions??

So i refered my bro, he made the account first then i added his email to the link in the refer a friend page... but once he logs into his email he opens the refer a friend email and tells him to sing up again? so does he have to make a NEW account, he can't use the new account he just made? we dont get it....

i have him on pending invitations not on registered....
