I noticed that when a champion is supposed to be released it takes a while. Is there any rhyme or reason to this? Like do they patch the champion for the last round? Or do they have a **certain time period before each new champion is purchasable? **

Until they are happy with patch stability. To make sure there wont be need for reverts or stuff like that
Kayn should be released in the next few hours or tomorrow. They usually go by the time in LA, since their headquarters are there. My reasoning is that if something goes wrong there are people in the office to try and fix the problem.
no they wait a week so that way ppl can cry and wine about him and then when the next patch lands.( because a patch comes out around every 2 weeks) the can castrate kayne. by the end of the season he will be like aatrox and azir. just another great idea that got put down because snowflakes cry too much.
